City of Harare
On-Street kerbside Parking Management in the City of Harare
Whether you are a regular motorist or occasional visitor to downtown Harare, you will know that parking is a problem affecting us all. Most common problems are shortage of on-street parking, proliferation of informal parking attendants, and security over parked cars.
The City of Harare has appointed EasiPark to manage the on-street parking
in Harare. The on-street kerbside parking management plan has been implemented in a Pilot Phase area from late August 2010. This pilot area consists of all kerbside parking bays in Nelson Mandela Road between Julius Nyerere Way through to 2nd Street. Phase Two of the kerbside parking management plan is operational from late 2010, and consists of all parking bays in the area bordered by Julius Nyerere Way, Robert Mugabe Road, 4th Street and Samora Machel Avenue. The final phase - Phase Three - of the parking plan will be implemented in early 2011 and covers the remainder of parking bays throughout the greater CBD of Harare.

Multi-bay Parking meters installed
Electronic multi-bay parking meters have been installed to manage the
on-street kerbside parking in the Pilot Phase area. You can conveniently
pay for your parking in one of two ways; either yourself with a parking smartcard, or pay the Parking Marshal directly using dollar notes.

Parking smartcards….offering a convenient way of paying
for your parking
You can self-pay for your parking using a parking smartcard known as a CashCard. The CashCard costs $10, covering the once-off cost of the card br> and includes parking time to the value of $2.
The CashCard is reusable, you may reload parking time on the same smartcard at any time without ever having to buy a new one, the parking time credit on the card never expires, CashCards can be used at any parking meter, and they can be used to purchase any amounts of parking time (a minimum of 30 minutes).
For those motorist who wish to buy a CashCard

The CashCards are available to buy/reload at any of the following:
  • Any Parking Marshal on the street
  • Julius Nyerere Parkade
  • Samora Machel Parkade
  • 4th Street Parking Lot
  • Park Lane Parking Lot
  • EasiPark's parking management office located at the Parking Management Office, Ground Floor, Julius Nyerere Parkade.

For CashCard holders whose parking time has been used up
You can reload your CashCard with any of the Parking Marshals' who can reload motorists' smartcards on the street. You can also reload credit at any of the council parking garages noted above, and also at EasiPark's parking management office.

For those without a CashCard who do not wish to buy one
Please see the section below about “How do you pay for your parking....?”
You do not have to have a parking smartcard to pay for your parking. You can also pay for your parking in cash directly to the Parking Marshal.

Parking Marshals
EasiPark has employed uniformed and trained Parking Marshals posted on the streets in the managed areas. Our Parking Marshals offer you three convenience services; firstly, he/she will show you how to use the parking meter; secondly, you can purchase a CashCard from them; and thirdly, you can reload your CashCard with them.
These parking marshals replace the old “car guards”. Parking Marshals are in direct communication with EasiPark's Operations Centre, Protection Services and Police for additional on-street security presence.
The Parking Marshals are not permitted to ask you for tips. All Marshals receive a salary. If you choose on your own to tip a Marshal, that is your decision and that is permissible. They are also expressly forbidden from touting or demanding “protection money”. The only money you are required to part with will be the parking tariff on the meter. Should any Parking Marshal demand payment for any “services”, please report the details immediately to your nearest EasiPark office or call the Parking Helpline on 0916 402 222.

 

If I have a CashCard, how do I pay for my parking...?
Each parking bay is painted with a number on the ground. To pay for your parking please follow the following Steps;

  1. Check the bay number painted on the ground
  2. Press the same button number on the meter that corresponds with the bay number painted on the ground where you have parked.
  3. Then show your CashCard to the reader to register parking time credit. Your credit will automatically appear in the display window.
  4. Each show of the CashCard will register 30 minutes worth of parking time credit.
  5. If you repeat Step 3, each subsequent show of the CashCard will aggregate an additional 30-minute parking time credit.

If I don't have a CashCard, how do I pay for my parking...?
Parking Marshals are equipped with Courtesy Parking smartcards which they may use to assist you to pay for your parking on-street. This is a convenience service offered to you, the motorist. You need to request the Parking Marshal to make payment on your behalf. You are required to pay for a minimum of 1 hour parking time if you use the Parking Marshal. You are only required to pay the parking fee which registers on the parking meter. You pay the Parking Marshal directly in cash and a VAT receipt can be issued on request.
Please note that the onus is on you, the motorist, to ensure that the Marshal has swiped the Courtesy Parking smartcard to register parking time credit for your bay. Payment of the parking tariff at the meter is your responsibility - the Parking Marshal can assist you, but it always remains your responsibility to pay for your parking.

Parking law enforcement
Additional traffic wardens are now deployed throughout the kerbside parking management areas to enforce the City's parking by-laws. Parking Law enforcement includes non-payment at the meter, expired parking meters, overstayed parking, illegal parking on red lines/yellow lines/loading zones/bus stops/taxi ranks, expired vehicle licenses, lack of vehicle roadworthiness and all other stationary traffic offences. The City of Harare has a "100% compliance" approach and you are encouraged to please respect the by-laws and to pay for your parking.
Law enforcement is in operation. Parking infringements will be wheel clamped.

Wheel-clamping of parking infringements
Parking law enforcement may result in wheel clamping of infringements. You will have to pay a spot fine and wheel clamp release fee of $57 before your car will be unclamped. To secure release of your vehicle, look for the Wheel Clamp Release supervisors deployed throughout the kerbside managed areas. Alternatively, call the Parking Helpline on 0916 402 222. Please note that the Parking Marshal will not be able to assist you with the unclamping of your vehicle. On request, VAT receipts can be issued for wheel clamp release fees.

Parking law enforcement is in full force and affect !!! Please pay for your parking.
